Phase 1 is needed to align all parties’ perspectives, eliminate assumptions, and reduce decision conflicts before the project moves further. It is not an execution phase, but an alignment phase.

Scope

This phase focuses on structuring decision authority, aligning perspectives between the owner, designer, and contractor, clarifying the agreed project scope, and identifying potential conflict areas early. It does not include design work, technical solution development, field supervision, or direct instructions to executing parties, as its purpose is to ensure the project is fully and objectively understood before moving into the next decision stage.

  1. Project Clarity Summary – A clear overview of the project’s current condition and direction.

  2. Decision Authority Map – Defined decision roles and responsibilities.

  3. Scope Clarification – What is included, excluded, and what requires a further phase.

  4. Next Step Recommendation – Whether to continue, adjust, or pause based on identified risks.
